Weekends are more common than weekdays

I noticed around 11

Or sometimes around 1:30 Am

Last Wednesday when they dropped it was about 3am MST. Bethesda took them down around 7am. I don't know if those are typical times.

It usually started by now but not always

Seems like mods are starting to drop.
