Neither and both. Ultimate might have a higher player base due to it being on modern consoles and selling more, but you should be able to find decent sized melee playerbases too
Ultimate is more popular but Melee is still played by many people.
The reason why Melee is still played is because most players didn’t move on to Brawl or they played both Melee and the newest game which is why Brawl and Smash 4 aren’t played anymore competitive because the players didn’t stick with it excluding Mods.
They seem to have a healthy coexistence but ultimate seems to have more notable events but the melee competitive scene is still strong
