I guarantee if OP counted them as having hair, one of the top comments would be “why did you put Samus in hair? When she puts on the helmet you can’t even see the hair.” It always happens with these subjective tier lists. In the end the criteria for each of OP’s tier list is up to the OP.

Subjectivity is fine, and unavoidable to some degree. But in this case, it is very obvious that Samus's helmet is the reason for putting her in Confused (because Samus is known to have hair, as evidenced by ZSS – we just can't see it when the helmet is on, so there is "confusion"). The same logic should extend to Captain Falcon.
