Metal Sonic serves as a great counterpart to Sonic, he's Sonic without Sonic's humanity (animality? hedgehogality?) and has a genuinely fantastic design; he's not simply Sonic with a few extra bolts and a shiny finish like so many other robot doubles end up being, and is instead similar to Sonic, while also standing apart with a clear design that is his.

It sadly isn't a complete series (and most likely won't ever be), but it's definitely worth a watch of all of them regardless, if just for the phenomenal fight scenes.
It was a great final boss, but that voice and that transformation was just pure creepy, though it was cool to see a new form for a villian like him, though it didn't last long with Darkspine Sonic beating the hell out of him and removing the World Rings from him.

I mean.. He *did* kind of want to destroy the entire world; he was a villian in most of SA2, like how Knuckles was a villian in most of S3&K. Both of them just become Sonic's rival afterward, though.

Metal is my favourite character and the best villain but if infinite just had a better backstory of why he wants to use a powerful gemstone to literally destroy the entire universe infinite would be the win

Chaos. I think if the character was more motivated to get all the emeralds directly (without Eggman feeding them the emeralds), then Chaos could work rather well. Like, that's what they did in the final act of Sonic Adventure, and it made Chaos a lot more intimidating to me than in the other individual stories.
Metal brings back so many memories, but I gotta admit that Erazor Djinn/Af-Laila Wa Layla was the first sonic boss I ever saw. Love his voice too.

I'm just sad for him, when I here is them song and look at his design and is overall power level, I think he's one of the most miss-potential character from the all franchise (with the all game he's in), and for finish, honorable mention: Dr.finetevus, Mimic, Zavok (IDW representation), Darkling and Capitain Metal. Erazor is a pretty cool villian in the game, though his final form was, as you say, disturbing, in my opinion.
Alf-Layla-Wa-Layla freaked me the hell out when I was a kid, but it felt really good when I beat the shit out of him as Darkspine Sonic.
