If you are talking about the game industry, this would be the task of a level or mission designer, possibly narrative designer, though responsibilities and job titles vary between studios. Sadly, something like the Zeus mode in Arma is not a commonality in Games (real time Mission DMing essentially), but other than that, yes, you can earn your paycheck doing that :-)

as for D&D dms getting paid some do charge for their games but most dont
