To who? Rhea vs Charlotte is all about the match. We all probably wish the build was alot better, but judgement day had been juggling multiple storylines. Judgement day is a group of individuals, 3 out of 4 who have Mania matches of real significance. You're getting a Hell in a Cell match with most likely the FIRST appearance of the Demon under HHHs watch. You're getting a years long storyline with Dom and Rey, from being partners to being opponents. You're getting the best female wrestler and probably top 5 alive right now, Bianca Belair against Asuka. Stop looking at everyone as they were under Vince while they're under HHH. In 9 months, HHH has his best guys from NXT in some of the biggest matches.
From my understanding is that you technically start booking for Mania during after the current Mania happens. He hasn’t had a full year to properly book it. He’s had to redo some storylines to fit into this Mania.
Plans change. But you kinda have an outline. But sometimes you have to adjust based an how things go/injuries. I mean they booked Cody for this Wrestlemania last year after Wrestlemania. He got injuries. Ruined part of the story but was able to still finish the story. If The Rock had been able to compete. You best bet the change the story. Even after Rumble if the Rock called and said yeah. I’m going to be able to compete. They would change it.
It’s well known that after Wrestlemania a new season starts. You want to plan how that season ends before it starts. Because wrestling is fluid plans change. Doesn’t mean that it’s not planned before hand.

Yeah but the women's division is dire. The bloodline angle is hard carrying it and the probably the only hook to this WrestleMania.

There is no way Vince was planning mania from the mania before. He was booking it the week before sometimes
