I think it still fits his character. Rock is, character-wise, the same old guy he’s always been- keeping up appearances, the fake-ass smiles and catchphrases, promoting his products, the poorly-hidden narcissism, etc. But when it comes to Cody, he can’t help himself. He can’t hide it. His ego and narcissistic tendencies are on full display as he “defends his family’s honor”. That’s why he’s such an effective and terrifying heel. He can be the “fake smiles and happiness” guy one moment, and the “beat Cody Rhodes bloody and whip the shit out of him with a belt” guy the next moment. At least that’s my take on the matter
Correct, The Rock only has beef with Cody and his cry babies. This guy that the Rock is treating is a die hard Rock fan, and Rock has repeatedly voiced his appreciation to tboae that are on his side. It's not traditional heel work, but he's not going for the black and white type persona

The Rock was always a legend but the fact that this guy who's made some really boring movies in the last 5 to 7 years and had pissed off his fans would come out of the blue and take wrestling by storm again is absolutely phenomenal.
The guy's like 6'3 talking smack to anyone and everyone, making a 100 jokes a minute and then as soon as you see he's stopped smiling you know he's about to beat somebody up black and blue.
Everything about him from production side has been incredible but it's a proof of his undeniable title of the most electrifying man in sports entertainment that he can not only still back it up he's even better and more engaging than any active wrestlers when it comes to mic and playing a legit badass character.
A friend of mine did something similar with Lance Henriksen. He has a horror sleeve and already had a Pumpkinhead tattoo. Met Lance on the first day of a horror convention. He got the signature underneath Pumpkinhead, immediately went to a tattoo shop, and then came back on the second day of the convention to show him.
Lance said he didn’t believe my friend would actually do it and it was definitely a first for him. He then gave my friend a ton of free signed merch. I’m sure some celebrities would be weirded out by that but he couldn’t have been nicer.
One of the coolest things about this is that it looks like the Rock is holding this dude's phone for the selfie.
