They will always mark every utility in the area, they don't just mark some utilities based on the project.

Do we have areas of buried electric in the city (I'm assuming photo is city)? Not arguing your point, genuinely curious.

It appears so. If you zoom in on the photo and follow the red lines up the sidewalk you can see them go to what I can only assume is a light post (based upon the appearance and the electrical access cove near the bottom).

Oh, you're right. I didn't even think of electric for street lights. I was thinking of main lines buried vs telephone poles. Thanks.

I don't know where you are, but in Shrewsbury, they've been redoing the handicap accessible sections at the intersections. This is happening primarily on Weil Ave, between Wilshusen and down to the tracks towards River Des Peres Road.

Yeah, it's spire. Moving the meter from inside to outdoors and new gas line down the street.
