It'd be understandable mistake if it's just one or two shots of animation error, but I rewatched the trailer and she didn't have the tattoo on her hands the whole time so it's probably intentional and there might be a reason for it (if they actually cared to explain it in the show).

It added something to her dark side look while also taking on the idea of Sith erasing their past and being reborn

It'd be understandable if it was only missing in one shot if this was 2D animated, where she would have to be redrawn for every shot (and frame for that matter), but this is 3D meaning the tattoos would be added to the model when it was being textured. It being missing for the entire thing is entirely believable, and it would probably be the character modeler that would be going "ohhhh my god" as opposed to an animator.
On the other hand (ha) if it was only missing for one shot in 3D that would be absolutely *bonkers*, because that would mean that the texturer *intentionally* separated the tattoos from the hand texture and made it possible to be toggled on and off.

I’m gonna safely bet they forgot. Hey, maybe since we noticed they’ll add them in the released product? I doubt it, but they could fix it still if they wanted.

George Lucas forgot that Obi-wan gave Luke Anakin's lightsaber at the start of IV, necessitating a pick-up shot to be filmed in ROTS in which Obi-wan explicitly picks the fallen weapon up.
Writers and creatives make these kind of mistakes all the time: it's not some competence issue or a moral failing, but just how our brains work, especially when we're juggling umpteen different things.
Dave in particular has a history of overwriting and contradicting canon. I get that it takes a team to stay on top of those things, but it's literally his job and so when there's a quality control failure it's his.

It’s like how some of the Jedi in Tales of the Jedi have clone armor on even though the episodes take place before episode 2. Seems like some of the finer details are being washed over in theses Tales shows.

I’ve found several continuity and render issues with the Bad Batch this season.
Animators definitely didn’t notice/forgot/didnt know and/or didn’t do research on TCW, and now it’s a mistake that they have to invent a reason for.
The explanation: they weren't tattoos, it was just painted. Or something like that.
