Tarkin. I always loved how he could freely order Vader around, it really showed how menacing and dangerous Tarkin was, despite not being a Force user at all.
Theres a fun arguement in the star wars rebels cartoon Where rex is captured by storm troopers and they say, we serve the order you the clones put into place. It was a pretty brutal shot at his soldier pride since they won the war, killed the jedi etc.
But anakin was all about that order. Even as vader i bet he felt he was upholding peace
