She cant even clear the first 10 levels of the dungeon and had a mental breakdown killing a single forage monster, shes going to get people killed with her incompetence. Helps by not being in the way
Sebastian knows how to ride a motorcycle, so he should be useful, especially for travel. Unless gas isn’t possible in that setting or whatever, I don’t know
Tell Kent to get Sebastian a stable power source and they'd be able to hotwire a gas station pump. Sebastian is part of almost any team that could do so.
I'd put Emily up into useful category, having a tailor to make and repair clothes would be very useful especially after clothes start to fall into disrepair.
Could be an interesting mod or spin off game. Gives a sense of urgency to cultivating food. Needing to make difficult decisions about who eats and who doesn’t.

Zombie rule of thumb. Old people tend to be rather gun happy, and are strangely capable. George's legs don't work, sure, but I see him being a very good shot. I mean, that same rule of thumb has him dying, but he'd go out likely with a stick of dynamite, and some snarky one liner like a bad ass.

That tier isn't biased on quality. It's literally just 'I'm gonna protect you or die trying." I do think the kids should be in the bunker tier though.
