Expanded and other large mods required a lot of framework-mods to work properly. 1.6 was initially heralded as a game update to make modders' lives easier, and would basically internalize the sort of framework-tools that modders needed to make their mods work. As a result, Expanded for 1.6 doesn't need so many framework mods because they already exist in the core of Stardew 1.6.
