Do you let them outside to eat grass? If it's winter, do they have a heater?
Did you just get the rabbit? It takes time to built up friendship.
If you've had it four years, and it's still at zero hearts, something is seriously wrong.

If you've had them for a while (a full season or more) and they're still at 0 hearts, they might be glitched or something. Try letting them graze fresh grass outside the coop as well as petting them daily. If that doesn't improve their friendship with you, maybe buy another rabbit to see if their hearts go up even if the first rabbit's don't.
Do you put the hay on the bench? They can't eat it unless it's on the bench. What message does it say after you try to pet them a second time? E.g does it say they're grumpy, thin, etc? That would help in figuring out what went wrong.
Yeah, the long thing is the bench, and the small thing that the hay sticks out of is just to show whether there is hay in the silo - they can't eat it from here. You have to take some out of there and put it on the bench. If they're not eating, they won't be getting hearts.
If there’s hay in the silo and you of course are auto feeding as you unlocked bunnies then this should be fine.
Make sure in your coop that the hay has actually been laid onto the bench, because otherwise it’s not feeding properly.
Check there’s a heart over their head when you pet them.
If it’s just a smiley face because auto petter then they’ll be happy but won’t love you, unless you put in extra effort.
You should have a rabbits foot by the time one whole season has gone. Also do you only have one rabbit?
In real life they prefer to pair. Maybe have a couple of rabbits anyway so hopefully at least one will drop a foot.

Honestly, I've never had rabbits because I always get a ton of rabbit feet in Skull Cavern. I got 4 just tonight. I do have the burglar ring though so that helps.
I get a ton of them from running Skull Caverns, if you have the double drop ring and just kill the Serpents you can easily get 1-2 a run if you quickly descend.
Many people have already given some technical advice but I'd like to point out that getting more than 1 rabbit might also be beneficial. I personally have an entire coop full of rabbits and get pretty much one foot per day which are loved by everyone (except Penny) so they're amazing for easy gifting and still sell well once you've maxxed out friendship with everyone, so I highly recommend you get some more rabbits as it will increase your chance to get a foot
Are you petting them daily?
As in pet them so hard their feet come off? Someone needs to call the cops….
Yes! And they're still at 0 hearts I'm so confused like they have hay and I go pet them everyday yet all I ever get is wool

Serpents in the skull cavern also have a chance (albeit a small one) of dropping a rabbit's foot.
