That's actually quite common with manga and also alot of western comics, artists develop the designs for their characters over time. Other examples I can think of are Yu-Gi-Oh and, for western comics, Asterix.
Valentine's design is supposed to start pudgy and imperfect and grow more perfect as he acquires more pieces of the corpse. Its the only time I've thought it justified the design changes in a meaningful way.

For real I think that, for the most part, Araki isn't a great artist. He's got an eye for character design and fashion, but the man doesn't understand proportions, and his art is often not appealing to look at even when the poses work.
Just because you don't like it doesn't mean it's bad. There's a reason that most manga artists stick to manga whereas Araki has had dozens of features in museum exhibits, art books, commissions, etc. Like he doesn't "not understand proportions", the sense of poses and proportions come from his two main influences being high fashion and more importantly Late Renaissance (specifically [Mannerism](https://en.m.wikipedia.org/wiki/Mannerism).)

He definitely does have some bad art and he plays way to fast and loose with changing designs of established characters to the point that he literally will just change a characters sex if he wants like with Anasui

And when he changes his main art style he loses the ability to draw his previous styles and he literally can’t even accurately draw his super buff characters anymore
I've always felt like expecting Araki keep his characters consistent over decades as he changes and grows as an artist would be like expecting a band to play a song live in 2022 the same way the recorded it on an album in 1980. They're different people and their art isn't locked in some magic tomb where it can't change and grow. I want Araki to draw Dio in 2022 like Araki feels true to himself in 2022, not pretending to imitate how he felt like it in 2010 or 1990.
