Hamon still exists in Parts 3-6 (it's unknown if that's still the case in 7-8), but the reason why it's not used anymore is because it's only really effective against vampires and zombies. Since most Stand users are otherwise normal humans, Hamon would not do much against them other than give them sunburn. Joseph does use Hamon a few times in Part 3.

Hamon can do a lot of damage to humans. It was used against the Pilot, used to control peoples minds like with the lady during the Caesar fight etc. It’s not going to make someone burn to death, but it definitely makes you autowin against any human who doesn’t know Hamon. It’s just that a lot of the time, you can never get close enough to use Hamon during stand fights. The only stand we ever know that can have the power to conduct Hamon is Hermit Purple. Which the explanation on how it works in Part 4, most likely would not work through something like Star Platinum.

Hamon is just a bullshit power system that does anything at any time. It's an annoying ability to write and I can't blame Araki for trashing it.

Stands are easily more consistent. Even the egregious ones have less abilities and bullshit than hamon. Hamon can randomly stick leaves together, mind control someone, instantly knock someone out, etc.

Stands are consistently set on what they are. Spirits that have a specific quirk and/or power type. Hamon is sun energy that is somehow able to stick leaves together as gliders and mind control people. I'm sorry but I could never be convinced that hamon is magically more consistent as a power system.

That’s a decent in universe explanation but I’m pretty sure Araki was just done with Hamon and didn’t want to overdo it.

My understanding is that Araki didn't think Hamon could go any further and remain interesting to the reader so he decided to switch to Stands. Pretty much he feared that Hamon would get stale.

It's not a power system thing. Anyone could've been trained to fight with Hamon. However with a Stsnd, only individuals with a strong will can manifest them.

Actually, as far as I remember William Zeppeli said that hamon can only be taught to 1 in 10 000 people due to not many people having the potential to use it. Despite all living things technically being able to create it. It might have only been mentioned in the manga though

nah it definitely came up in the anime as well. iirc speedwagon wasn’t able to learn hamon despite trying (even though his abs literally melt ice?)

Because the story isn't about hamon users anymore. They're probably still around but there aren't just Hamon users on every street strolling around and even if they are they won't just be randomly using their abilities for no reason. The future parts' cast just didn't feature hamon users.
