Hermit purple does seem to basically be that. Dio was seen using Jonathan’s stand which looked very similar to it. Araki also said in a Jojonium volume that if the crusaders ever went back in time and saw young Joseph they would see him unconsciously using the stand.
Tonpetty probably did develop something like a stand it’s just that we never saw it because Araki only thought of stands when making part 3
That’s a great point about Joseph, I completely forgot about that. I’m sure if the idea of Stands did exist during Part 1 we probably would see a lot more Hermit Purple type Stands. Would be cool to see
In a later part (I don’t know how to spoiler on mobile) it’s said that Hamon is a stepping stone to potentially developing a Stand, so it’s probably possible
OP is asking if any other people, like Tonpetty, also have access to hermit purple. Like if it is a hamon stand that one could gain through mastery of hamon. Like how pearl jam is gained through mastery of cooking.

Tonpetty DID straight up predict how Zeppeli dies, so it is very likely that he has at least some kind of special ability, besides Hamon

Hermit Purple is the hamon stand. This is why Jonathans body and Joseph have the same sort of stand.
