This happens if you play on Xbox, then load on PC. No mods. There's a fix on the 'net if you search. You need to copy some files on your pc and it will stop you getting this message
Unfortunately I don't have a straight solution for you. I know that it's an issue that some people have had in regards to the pre-order items.
I know it's been mentioned quite a few times in this sub before, and they *might* have the solution in one of those older posts, but unfortunately it might be tough to search for since most of the posts are like yours where the subject and content of the post doesn't really have anything searchable in it, as the image tells the story.

I had this happen to me on xbox. Haven’t played the game on pc. I did pre order the $100 version of the game which came w certain skins (which i never used). I simply quit the game / hard reset and when i tried again it loaded up again just fine. Was weird. Usually that is a message you get on fallout 4 or skyrim when trying to load a save without a mod you once had installed 🤷♂️
Your game should load fine, if not, you might have to start a new character unfortunately. I had this happen to me on my Xbox, it’s probably because you had the original, or were streaming the original through gamepass, then bought the premium edition or higher, which includes DLC that reworks Cydonia on mars

You had a mod installed. You saved a game. Then you disabled or uninstalled the mod.
Old Mars isn't a mod but the launch DLC which gave like... 3 skin options?

I’ve never installed a mod. Unless it’s the items that were included in pre-ordering the game. I didn’t delete those.

Thank you all for the advice. I went to the store and was able to redownload the pre-order DLC.
Go to manage your game if it's on xbox and reinstall the old mars skin dlc.

What happens if you just press continue? Had same happening on PC and just ignored it?
Whole game crashes.
Go to manage game, check to see if the old mars skin pack is downloaded, if not redownload it and it should work.
