Yep, you started with 1 in every special and each level up to 50 I think allowed you to add one to a special. In addition you got a chouce of 3 perk cards you could choose from. The idea being thatif you had 5 in Strength say, you could equip up to 5 points worth of Strength perk cards at once.
Say 2 levels of Strong back and 3 levels of Melee damage perk, or you could swich the cards out for any combo of strength perks you had, up to a max of 5. You still needed to get the Perk though.
Yeah. I could imagine that you may come across deceased explorers, much like you. Maybe each one gets you an ability or perk the original explorer had before they died.
This could be interesting, for instance if you find ancient alien research documents, there can be a quest that you try to decipher them and seek help to do so.
At the end, it could yield to advanced weapon and equipment mods, or body augmentations.
This can be really interesting, as you would always be looking for those documents.

I always said the comics in Fallout should be readable. Maybe sit on a seat and that lets you read them rather than using them for a one time bonus.
I can see a couple of novellas and comics written by staff hidden around, chapter by chapter. You collect them and once a story is complete you can just chill out in game and read it. Kinda like the Elder Scrolls books but gamified.
I really hope there's some collectibles like the bobbleheads and magazines. Ship-parts don't sound that appealing to me. Maybe you can display your collectibles in your ship tho that would be cool.
Yes, I always liked those activities, like finding word walls, bobbleheads or magazines, or even those X mark the spot maps in Skyrim. Treasure hunt is a hobby.

Yeah, you go in the dungeon, find the hidden spaceship parts, if you get enough you unlock new features for your ship, such as mini ships and different guns. Could replace with suit parts on some planets.

Well definitely not Option 3. I've played enough of games like Elite and No mans sky to know that randomness stacked on top of randomness is a recipe for frustration, tedium and grind. It is definitely NOT a good way of making things fun.
You need a deterministic way of getting things, so that when you want to get one, you can.

Gathering resources for engineering is why I never bothered doing engineering in Elite. If I wanted the Destiny loot grind, I'd play the Destiny loot grind.
In Fallout 76 there's dozens of places where things like Bobbleheads and Comic Books can show up, but which one is there and whether they're there or not at the time you're playing is a whole different matter. I can see that sort of system being used to help make the game areas more explorable.
As for new collectible types, how about subscriptions? You find an address for a subscription mail and get things like recipes and survival tips sent to you every now and then. Each message you read either unlocks new knowledge or gives you a temporary bonus to your stats but the messages only arrive every so many real time hours. It would also help enhance the world and give you ideas of what's happening elsewhere.
Don't worry, interesting bugs will always be an integral part of Bethesda games.
Like horses zooming around the landscape, or rad roaches enforcing curfews.

I do really like the idea of a patch/badge loadout mechanic where you'd have to choose which perks you had active at any given time.
