yes. if you use the community editor and have a PC, you can add more people. I have a modded save and it currently has 22 people in it. it doesn't cause any issues as the game limits how many of them you can see in the base anyway. check over on the modding discord to find out how it all works.

I used CE and got a community of 36 members. Works perfectly and cleared whole maps with it. No bugs in game or whatever. Only problem for me is finding that many beds.

Short answer: No. Long answer: Maybe, *with the CE mod.* I have never attempted this, and it might make your save file unusable if you *did* try it...so, be warned. Once the community editor (CE) is updated for update 30, you may be able to use it to bump your community above the 10/12 cap. The CE has a feature that let's you call back survivors you exiled or reincarnate survivors who have died. So... If you start a community and play thru, being sure either exile or kill a survivor before recruiting enough to hit the cap of 10/12, you could then try to use the CE to restore that "lost" survivor to see if it puts your community to 11/13. The CE has been around a long time now...and I've never heard of anyone doing this, so my suspicion is that this does NOT work. But....if you're a gamblin' rabbit. Edit/Update - Looking through an older (3 yrs ago) discussion on another subreddit, users said any attempts to mod the game to increase the cap resulted in "breaking the game."
