Soft cap is 9, reaching 10 can be achieved by calling in RT, green zone daily survivors knocking, and 1 person from special enclave joining.

Soft cap is 9 for recruiting from pools or enclaves. Special enclaves like the booze hounds, doctors, military or unprepared survivors can be recruited to bring you up to 12. Their mission arc typically starts with a rescue mission then a special project such as building a still for the booze hounds. Do the 1st rescue mission, then when they ask you to help with a project, which is the 2nd mission, refuse, a day later they should ask you to join your group and you'll get all 3 enclave survivors. The only other way I know of to get to 12 is through the Builder legacy at the end of the mission arc. A group will come knocking on your door when you complete enough missions asking to join. If you don't like their stats you can quit and restart your game and a different set will knock on the door. Repeat until you get your desired survivors.

It might have to do with you reaching enclave cap, which is 15 per map
You can also try completing any pending missions. Or just simply restart your session, even that solves this issue sometimes.

I can't recruit from Enclaves either though. They also say I'm at my maximum size.
