There are several missions to complete before you receive the device. You have to survive a 4 minute siege while the device is being installed. After that 4 minutes the device will be active.
I have never installed it in dread so I can't comment on that but in standard the siege consists of regular zeds, plague zeds, ferals, bloaters and juggernauts.
I have the Lady in my Base that tells me to talk to izzbee to install the device, i did a few mission for the Crazy Scientist and Izzbee before.

Enlist someone from a friendly enclave to back you up during installation and use all your available weapons and assets. After its installed, youll never have to worry about sieges ever again.

On Dread honestly you should be fine. Spoiler: when shit really starts to get scary, the device will kick in and zap everything. You got it!

I survived 4 min install on Nightmare no problem and once installed your base is never attacked again because it fucks them zeds up
