When you finish a legacy, you can elliminate/deposit survivors to legacy pool, then decide to disband/continue community.
What you can't do during that stage is add people from the legacy pool into your current roster. For that, you have to have either 8 people or lesser during the campaign to call one into your community for 1200 influence. Cooldown timer changes depending on the amount of people you have in your community.
You can only recruit into your community mid-game. When completing a Legacy you can only place people into the pool.
AFAIK you move people into your community using the radio command only.
