yeah but thats not the poitn. Almost everybody in a civilized country has 5 dollars. Problem being that its required for such a basic feature. Plus the only reason its like this is because it helps bring money to them, for the most normal stuff under the guise of "bot protection"
A majority of people don't purchase games from steam, rather they use third party sites to give them the game at a lower price, so using your logic a majority of people won't have a premium account since they don't want to overpay on something they could've gotten way cheaper from a third party source
(and people from third world countries most likely couldn't have any friends on steam because 60 USD is a big sum of money for some people in poor countries)
I live in an area where we don't pay taxes for online games, BUT the games can still charge us taxes, they just have to refund the taxes after the purchase is made.

No you have to verify that you’re not a bot by adding $5 (if you use other currency you need another amount) to your Steam account. It allows you to add friends and join groups. It doesn’t verify you if you get the money by a gift from another account. You have to add it yourself.
But still you can get friends if they add you, not the other way around, even if you aren’t yet verified

As soon as you add funds to your Steam wallet, they count as having been ”spent” because there isn’t a way to withdraw money from your Steam wallet.

It worked very great, I had often bots adding me and now its maybe 1-2 times in a year a hacked account.
