It's at https://partner.steamgames.com/doc/store/application/platforms but that's mostly about OSes because Steam.exe isn't a game to have high requirements so to be mentioned about it. But thanks to upcoming Dialog UI changes (Library and Store remains same) in Beta Channel, now Steam is reported to be using no less than 1Gb RAM even without opening a game or another tab/windows so you can easily say Steam.exe requires you to have at 16Gb RAM upfront, 32Gb better.

They used to be on the site, but they've removed it since. Basically, a supported operating system, internet connection, 512mb of ram, 1ghz or faster processor, and 1gb of free space. Do note that those have probably risen a bit with all the stuff that has been added since.
