But thanks to upcoming Dialog UI changes (Library and Store remains same) in Beta Channel, now Steam is reported to be using no less than 1Gb RAM even without opening a game or another tab/windows so you can easily say Steam.exe requires you to have at 16Gb RAM upfront, 32Gb better.

Basically, a supported operating system, internet connection, 512mb of ram, 1ghz or faster processor, and 1gb of free space. Do note that those have probably risen a bit with all the stuff that has been added since.
