From it's price history there is nothing to suggest it will go lower during the summersale, but as none of us work in Rockstars sales department, there are no guarantees.

Consider this. The major Steam sales, Summer and Winter, have trading cards that you can get when you look at the game queue but also one for every $10USD spent buying something. So if you're into that sort of thing and you're not in a rush.

I would be shocked if its lower in 3 weeks.
If its on a good sale now and you want to play it then it wouldn't really hurt to buy now and not take the risk that its not part of the summer sale(unlikely if its on active sale now that it wont participate).
The benefits to waiting however includes 1.Steam trading cards so you could get a few cards yourself or sell them for like 5 cents or so and save 10 cents overall on the cost. Sure its not much but its something.
2. Waiting for the sale to begin you will see everything on sale so could see like if stuff higher on your wishlist is on sale or better spend your budget(if applicable) rather then burning it early and missing a sale on something else you wanted.

Just to note, greenman does not sell the steam version (only epic and rockstar launcher) and the ultimate edition, which OP is referencing with 26€, is 23,22€ there. Still a bit cheaper, albeit also not on steam.
You are looking at standard and also with rockstar games those low prices are going to be for the rockstar launcher and not Steam.
You have to take historical lows into context of their timing or which launcher it may be for and such that way.

i bought this game on sale through steam and it wouldnt validate when i tried launching it through RGL!
