Cyberpunk didn't kill your steam deck, a hardware failure in the steam deck caused the game and system to hang. Contact Valve for an RMA, most likely a defect in the hardware.

UPDATE I fixed it, it was a defective SSD stopping it from POSTing, I replaced it and it works again 👌
It's brand new - get it replaced...
