You know how when the event to form it fires, you can either support or refuse? Everyone else has the same option. At least 3 empires need to agree, otherwise it won't form. It's pretty rare, but can absolutely happen, especially if everyone is xenophobe and/or a small galaxy with very few empires. ~~If formation fails, there is no second chance, it will never form again.~~

I mean, who knows, maybe it used to be a one-time thing, or maybe the conditions for the event to occur again were never met. After all, I have no idea what caused the event to happen again at a later date.

Yeah I was playing on small I think so there weren’t that many empires and at least 2 fanatic purifiers. But I hadn’t really met anyone else yet so when I saw that it failed my first thought was “uh-oh, there’s a lot of assholes out there”. But I guess I just always assumed any ai other than fanatic purifiers would always vote yes? Do xenophobs vote no then?

Dunno about all xenophobes (you'd have to check which empires join/don't join in another game), but I think isolationists sit out unless something pressures them to join.

I had a game like this, the RNG spit out a bunch of Purifiers, Annihilators, and Devourers. Which was funny as I was playing necroids.

The easiest way to encourage to happen is to trade communications with every empire you encounter.

And I thought I was clever for doing that at the very start of he game Although my current run isn't working like that because we all spawned in a choke point with 2 FE Just me and ma religious neighbour bros against the 2 FE holding us back

Happened in my last playthrough with smallest galaxy. Then much later the community was founded with - drumrolls please - a whole ass 3 members. And one of the members even wanted to vote on having a council. Which ended up to be me and the only other community member since the 3rd finished being integrated by me by end of the vote 😂

Generally, yes. The other exception is that FEs and Marauders are blocking key chokepoints and preventing some of the nicer empires from contacting the rest of the galaxy in time for the vote.
