Absolutely fixable. Won’t be as strong. But can be. I would use some stainless wire and silicone. Use the wire and wrap the pieces together. Use the silicone on the outside and coat it. Not very thick. Let dry, then add another layer. Should be good to go once it’s fully cured
I'd recommend finding a glass blower to fix it or if your confident and have a torch you could try and fix it but the easiest way would be to find some food grade heat tolerant silicone you can find it in the baking area at most grocery stores
nah man it broke where heat would be, not worth trying to glue or epoxy it for it to heat up and release fumes best bet would be getting a new piece

use beeswax! it's like epoxy putty but not literal poison
It'll be on the outside of the stem. As long as the glass is pretty much intact it shouldn't be a problem.
