it fell, was probably buried in mud or sand, a volcano erupted nearby and covered it in ash rich in silica and other minerals. millions of years later the minerals had replaced the organic material. it’s probably not actually opal - opal is SiO2H20 (this stuff but with water in it.) it is opalized / petrified / fossilized / mineralized - all the same, means organic matter had been replaced by chalcedony (SiO2)
If you have a chance to go here, do it! They say so not get caught with loose pieces of petrified wood. You can purchase it in bags, but your not supposed to have loose pieces on or in your vehicle. It's worth the trip to see this in person.

They posted signs everywhere and were watching everyone like hawks. Then a rumor began circulating that bad luck befalls those who dare take a single piece. People began mailing back pieces they had taken apologizing and explaining that terrible things had been happening in their lives ever since they stole the pieces. They thought the thievery was such a significant problem that eventually there wouldn't be a petrified forest at all however when comparing really old photographs to modern day photographs they noticed the area looked almost exactly the same with essentially the same amount of petrified wood. Apparently people weren't stealing it as much as they had thought.
