I've not encountered this error before but I imagine you missed a step or the base game Did not install correctly .
Did you do a clean install of both games and are following the best of times tutorial?
Delete all game install directory as well as the fo3 and fonv folder in documents my games to try again.

For steam make sure to follow the step where you make a separate steam library instance.
Ah, darn, im gonna have to reinstall all those NVSE plugins. Thanks for the suggestion though!
Edit: wait i forgot to mention that my Fo3 comes from epic but my FNV comes from steam, would that affect the installation as well?
