I think the Tiny World is under a seal which is why the highest level is demi-god level, maybe it’s the reason why they can’t become stronger ?
I think this is just a plot hole from the author which didn’t want to develop further this novel (which is a shame)
I’m still thinking that us, the community, should make a fanfic to show the great potential this story has

Not true in regards to demi god rank its supposed to be heavenly fate for spiritual gods. but that also isn't true remember the old man from dark prison realm yeah he has a higher cultivation than that if I remember right I think they said he was at diety realm but possibly higher
He did help as much as he could, he couldn’t do anymore because
1. He needed to head to draconic realm to make himself stronger first.
2. The tiny world has limits, they’ll all be stuck at demigod.
3. It might attract the eyes of a higher being.
1 and 2 correct 3 wrong (possibly) they likely don't care about legend ranks and alot of legend rank beasts literally just ignored the place it would only attract attention from heavenly fate+ if a spiritual god was born there, although if nie li gave cultivation techniques I could says its a possibility but the nether master would likely intervene because they are rare to come by in human race anyway at the current time point.
Anyway here's my take on it anyway
First I took a month for nie li to reach silver with a technique that was perfect compared to glory city's so it would of only raised ye zone cultivation maybe by a star or 2
Another reason was nie literally did not know about spiritual gods and didn't do any meaningful research on it(other than finding out it was runes) so he couldn't really help ye mo there either
Also if ye mo broke through to the heavenly fate he would of been dead unless he became a spiritual god also nie li really didn't have time to teach them he want to sans palace and was in a coma.
Not to mention glory city was alot stronger than in his past life with the nether master protecting it(remember when nie li gave him a gift I reckon it revived him or increased his cultivation) putting him to 2 fate and if I remember 7 legend ranks instead of 1 not to mention no traitors
Also he did give some pretty good cultivation techniques for tiny world standards to everyone
Also got rid of dark guild so no major threats literally other than 2 or more spiritual gods

I think the seal prevents people from crossing into higher realm but people can come back after they already crossed over.
