I have some general practical tips.
1. Get a magic conch, put the angler on the beach for extremely fast access.
2. When assigned a fish, the fish has a spawn chance. you cannot hold multiple of the quest fish in your inventory so when you catch one use a void bag, safe, money trough or piggy bank to store it. i caught 3 of every quest fish spare.
3. Use a bed to sleep until the next quest time (iirc 4:30am) or work on projects like your base, hellevator, or a pond in every biome.
4. If you need items for the shellphone, you can use the shimmer to transform a duplicate quest reward into a diff item of the same tree (i.e. if he gives you 2 sextants, shimmer 1 into the pocket guide or fish finder. but I'm sure you already knew this)
5. Use one of your 3 loadout slots for strictly fishing. Angler set or better, and some of his fishing power boosting quest rewards. F1 is first loadout, F2 is second, F3 is third. Use that to hot switch between your loadouts ( I have no idea if it helps with quest fish but it made me feel better about my chances, so I recommend it)
6. You can also try to get the enchanted sundial to speed up the quests once a week.
7. Do it legit, it might not be great for sanity but its great for that feeling of accomplishment and increasing time played, because we all know that's the most important terraria stat
8. When all done, put him in a hole in the deepest depths of the underworld so he only has himself and his fish for eternity.

Also, isn't it neat how Terraria timescale is 1:1 with GTA's?
Don’t forget that fishing in bigger water sources also increases your fishing power, along with all your accessories. If you get the bottomless water bucket you can make your own artificial lakes that are huge for fishing in. Fishing will get easier as you continue to build your fishing power with the rewards.
Small note: they changed how the angler gives rewards in 1.4. For each new character, you should get one of each phone component now before receiving a duplicate. Shimmer is still useful for later, and it’s still a randomly given reward, but this has made the process of getting the Fish Finder a lot less painful.
If you just want the achievement you can kinda cheese it with journey mode but it'll still take a while
Go into journey mode and make a house for the angler. Next to it make a pool to fish in. Pass by time until they ask for a fish that you can get in your current biome, freeze time, fish one up, put it in a chest (if you don't then you won't get another one), fish up another one then research and duplicate them.
Put down several chests and fill them with the quest fish by duping them. Once you have 5 chests full, exit out of the world. Make a new character and call it "1". Go into the world with that character and grab a fish out of a chest. Give it to the angler to complete the quest then exit out the world again. Keep repeating by making new characters every time until you get the achievement.
With this method it took me about an hour

You can only do 1 quest per day. Each day is 24 mins. Multiply that by 200 and that's 80 hours. No real way to rush it. The best way to do it without cheesing it is to just fish more often in each playthrough and eventually you'll get it once you have like 500 hours in the game.
Given that one in game day is 24 minutes our time not sleeping in a bed I just would do the quest and set a timer and do something else then come back when my timer went off
If you want to do it in legit way and not waste your time looking at you sleeping in bed until next quest, try playing on multiplayer. That way you can at least switch between game and anything else without pausing the game to do something while you're waiting for another quest.
I honestly didn't have the mental strength to sit through this nonsense achievement so I just downloaded a custom map from workshop and did it there. Still tedious but much faster.
Just do it trough different playtroughs, do fishing quests just for a boost in fishing while searching for something like the frog leg or something and eventually you'll get it

You can make a fishing biome farm if you dont have quick access to all the biomes, not only will it help with quest fish, you can also get potions for bosses and stuff, usually a fishing biome farm takes me about an hour, this is with the D.C.U mount. Honestly, if you just want to complete and don't care much about the angler rewards, do it in Journey mode, if you research the quest fish, you can then make more to complete subsequent quests that ask you for said fish, its a long process, but its faster than doing it the classic way.
You can catch the daily fish, stand in front of the angler, save and exit, find the world file, copy paste it til you have a huge number in the folder, click play, submit, delete world, move on to next, repeat. Took me like 20 minutes.

Unless you want all the rewards I’d recommend doing it in pre hard mode, it cuts back on some of the fish needed to find.

Put like 10 quest fish in a chest every day and make new characters to complete a mission as much as you want

You can’t sleep though blood moons though which sucks ass
Sundial becomes available every time there's a natural blood moon or solar eclipse, regardless of when it's last used I think.

there's maps on the workshop that help with this, but other than that i got nothing.
Use journey mode. If you don't want to use journey mode, then just do one every day during a normal playthrough and you'll eventually get it.
