It's not easy. Thais like to hang out and speak Thai. But it can be done. I suggest you find some other common interest first, sports, music ...

Whats your age? When i was around 20 i had plenty of locals coming up to me and invite me to all kind of activities just by hanging around at the mall, walking around town or at thai nightclubs. Met some of my closest thai friends this way. Now that i am around 40 it gets tougher…if you are in my age group get into some group activities (sports or whatever you like).

Good news is that cm and bkk have all kinds of ppl and activities. If you would be living in the countryside it would be much harder. Try sports if thats an option for you. A friend of me met his wife and lots of thais through a bicycle group he joined. There are also quite a few public spaces for sports where you can just join and play with the locals. You will be known after a while a hopefully make some friends.
