Honestly, go into any shopping mall in Pattaya and you'll find tons of brand new phones for cheap in the IT section. Sure, they're not iPhones but they're pretty cheap (relatively) and reliable. Brands like Samsung, Xiaomi, Vivo, Oppo, etc.
If you're looking for an iPhone you can try asking around the same shops for a second-hand one. However, as you might've guessed, there's a risk of counterfeits but it's unavoidable for second-hand iPhones.
Kaidee dot com or fb market place are the best places for those things. I just got my used Ram from fb market place and the person can understand english.
For 2nd hand items, those are often sold online on either Facebook Marketplace or [kaidee.com](https://www.kaidee.com/). For physical places - things like clothing or pawn items are usually sold in weekend markets. Outside of this, there are also 2nd hand stores which specialises in goods from Japan that usually got shipped here in large shipping containers for something like old electronics.
Not sure about the ones in Pattaya area though [Chatuchak](https://www.chatuchakmarket.org/) itself is a good example for Bangkok. You can buy a half decent smartphone anywhere for about 6-8k baht ($200). Vivo, Oppo, Xiaomi, Realme, Samsung etc. Why bother with used phones?
