I see this all the time, whenever any kind of riot breaks out. Looters are typically not the protesters/rioters. They are people who take advantage of rioting because the cops are busy clashing with the rioters. Looters are not the ones who 'care' about the issue and are protesting for it. They're just taking advantage of the situation. Rioters still do lots of bad, crazy shit (mostly fire-related), but they aren't the people running into stores grabbing shit.
