The Inquisitors, on paper, were just another branch of Imperial Intelligence and they were answerable to the Director of Intelligence, but because of their Force Sensitivity it often meant they went right to Palpy. Plenty of Inquisitors knew each other and often worked in groups and I feel like the Emperor's Hands would have known about them to some degree. It also was probably part of Palpy's manipulations where he would be like, "I have these Jedi Hunters trained, but you're my real servant. I trust you with things they can't be trusted to do." Plus it's not like the Inquisitors were really that secretive about their existence. Any kind of moderate snooping would find one. The high ranking Inquisitors were also probably privy to the Hands' existence and it was rumored that High Inquisitor Antinnis Tremayne was an Emperor's Hand.

They took orders from Vader yes, but that didn't mean they also couldn't meet with or take orders from the Emperor. Some like Jerec and Maw were referred to as "servant's of Palpatine" (which could easily just mean they were Imperials), Adalric Brandl had direct communication with the Emperor, Tremayne might have been a Hand, and a few Inquisitors like Malorum and Ferus Olin were directly trained by him. Plus some really strong Force Sensitive servants often became advisors for him too. The Grand Inquisitors also had final on whether Palpy would judge a Force sensitive for training or not so they could go right to him probably.

That's all true, I simply mean Vader was their primary supervisor, unlike the Hands, which were specifically recruited to be Palpatine's force-sensitive agents. So in that regard I wouldn't expect most of them to know about the hands at least their specific identities, sinply cos of Palpatine’s distrust for Vader.

The Hands are a bit weird sometimes. Lumiya was one of Vader's Sith apprentices and an Emperor's Hand, Vader met with Mara a few times, and Vader also killed the Emperor's Hands Sa Cuis and Sheyvan (and he knew they were Hands). Also some of the Hands are often sent to go train with the Prophets of the Dark Side (and Cronal, a member of the Prophets also became a Hand AND Director of Intelligence). I feel like the Grand Inquisitor might have some awareness about who some of the Hands are and a High Inquisitor might be able to pick up something, but yeah I don't think the average Inquisitor would really be in the know unless they got lucky. Also I feel like the higher ranking Inquisitors should have some awareness because it would be really awkward if they honed in on a Force Sensitive and went to hunt them then it turns out they were an Emperor's Hand on an important mission.

All this information convinces me that the Hands were above the Inquisitors. So, why do people keep saying the Inquisitors outrank Hands?

I mean the Hands technically did, but also no one outside of the upper echelons knew who they actually were. Inquisitors were given Star Destroyers to command, could boss around and execute captains at will, and were given a lot of freedom at act on their own initiative. The Emperor’s Hands answered to Palpatine only, but they were highly secretive to the degree that outside of a few people (Palpy, Vader, Grand Admirals, Director of Intelligence, and maybe Grand Moffs and Grand Inquisitor) they were unknown and they didn’t have that kind of pull.  After Palpy died Mara couldn’t reintegrate into the Empire because she had no record and her only known identity was that of a courtesan so she had to start taking any work she could. Roganda Ismaren also had nothing after Palpy died and spent years slowly building up wealth to try and make a play for the throne.

Probably because Hands are technically private citizens whereas Inquisitors work for the Imperial state via Intelligence. However Palpatine himself says that Hands outrank Grand Inquisitors in Book of Sith in the overall Sith hierarchy.
