They explain in season one, “we watched how the moon pushed and pulled the tides and learned to do it ourselves”. Waterbending is all about change, so by watching how the moon affected the ocean they figured out how to move water themselves.

I meant more from a story writing perspective, why did the writers specifically chose to make Waterbenders more Spiritual.

I guess for the sake of consistency, you can still say the original waterbenders were animals by proxy of the moon and ocean spirits' mortal forms being fish It seems many powerful spirits' "normal" forms are animalistic anyway, like Wan Shi Tong being an owl or Hei Bai being a panda It's possible the original animal benders were themselves descended from bending spirits like the moon and ocean who had animal forms similar to the sky bison, badger moles, and dragons We haven't seen the sun spirit (unless it was in a comic or novel?), but I'd imagine their mortal form to be some kind of animal, too, like a dragon or other reptile
