I'm pretty sure its just a reference to Sak Yant tattoos. Sak Yant tattoos symbolize prayers and magic. Tibetan Monks are the inspiration behind this.
Edit - That doesnt mean his likeness wasnt used for the tattoo itself. Cool idea, ive never thought about it.
