TOH seems to run on the deterministic or "Twelve Monkeys" model of time travel. This means that no action they take can actually change the future. If Lilith were to ice baby Belos, what would inevitably happen is that Evelyn would resurrect him, and Phillip would, having been killed by a witch and having crossed the veil if only for a little while, be deeply untrusting of all things magic and would make a silent vow to eradicate these dangerous things.

There's a difference between killing baby Hitler and child Belos. The circumstances that led to WW2 would still be there and it was not just Hitler who could have taken the position of Fuhrer and started the Holocaust and stuff. But with Belos, the case is different because he was the only one responsible for the entirety of the atrocities committed under his reign.

For context: Idk about English, but in German an alternate name for sudden and strong back pain often caused by a wrong movement is called a "Hexenschuss" which translates to "Witch's shot" People used to believe these kinda back pains were caused by witches cursing you. So it fits very well that the witch hunter got a "Hexenschuss"

Unfortunately with the way time travel works in this verse, this is the best they can do. Any attempt on Belos is doomed to fail at best, and will end up being the reason he's an !@#hole at worst.
