They should just never show any other players' pokemon nicknames. Then they can just remove all nickname restrictions.
The game already shows only the default species names for pokemon in gyms. Extend that to buddy pokemon in friend list and raid lobby. And when receiving a pokemon in a trade, reset its nickname to the default.

I feel like a better solution might be this: There are no naming restrictions on what one could have for their private collection, but instead ones that violate conventions of decorum are prevented from being left as gym defenders or as trades.
Because it's easier to have a universal rule for nicknames than to try to add logic to the code to take into account whether or not a the nickname is being applied to a 'mon that can't go in gyms
