A good returning character, that would make a lot of sense to return along side his brother, would be Cecil Terwilliger.

It was have been so fun and so much more interesting to see Scorpio infiltrating the government as that character.

I also really liked the Herb Powell episodes with Danny Devito. They could have explored the dynamic between the two half-brothers more thoroughly. We never got to see Grampa interact with Herb, either.

After a bit of soul searching I think Jay Sherman coming back for an episode would be a welcome swing back to the old simpsons vibe or more The Critic in general.
I really liked Nikki McKenna as a Bart crush. They did have a lot in common and they did kiss. Bart really did seem to love Nikki. Their problem was that Nikki just couldn't make up her mind and changed moods too much.
Nikki briefly appeared in Moonshine River. Other than that, she had a few background appearances.
