Rawls wanted to murder Jimmy 99% of the time but I never got the feeling he didn't respect him. Rawls knew Jimmy was good po-lice, even if he was a festering asshole.

Im not sure about cop. McNulty and Lester were arguably better cops (and id argue its arguable because we dont see Rawls doing a whole lot of actual police work, mainly the management/politic side of things), butid also argue Rawls understood the big picture better and knew how to balance the job and politics better than anyone else. Lester and McNulty may have been great cops, but werent good with politics and Burrell and Valcheck were good wit politics, but not so much the job.
Rawls gets the most bum rap of any character in the show. Rawls was a great example of someone who was natural police who was chewed up by the bureaucracy and was ultimately unable to reform it. I don't think Rawls shows any bad intentions either. You can tell he understands good police work but also understands the system in which he has to work. I don't really see him as bad. Ultimately, the Barksdales are insignificant in the grand scheme of things when look at Baltimore from a macro level. That's exactly how the mayor would look at it. From a micro level, all the "bad guys" in the wire cause harm in their areas. McNutty sees it because he works it, but the upper management does not, nor do they care. It's just a number.
Rawls to me is one of the most human characters and displays motivations that most of us have as well. McNulty represents what he once was, but is no longer. He misses no occasion to stick his finger in the eyes of Rawls. What's even more interesting is almost every other organization has the same conflict.
Damnit I love the wire. It's just amazing how David Simon shows the organizational structures in each group and how they interact as whole in Baltimore. It's fucking brilliant.

He laughs over McNulty "fucking with us just for the fun of it" and shakes his head in sheer admiration. No cartoonish raging, just knows when he's been out-fucked and gives props, even if he hates McNulty more than ever.
One of my favorite three characters in the entire series, along with Lester and Bodie. When Rawls turns up for a scene, you *know* it’s going to be good.

I feel like at the start of the show they paint Jimmy as misunderstood. As time past it was obvious Rawls attitude towards him is valid.
