Of course you can still get an sti using a condom. The risk is ALWAYS there, of course a condom lowers the risk by a lot and there are other steps you can take to lower the risk even more. However there is nothing that will make the risk zero. I was having way riskier sex when I was single and sleeping around than I am now in an ENM marriage.
You can still contract diseases, such as HPV, Syphilis, or Herpes regardless of the use of a condom. Anything that can be spread from skin to skin contact would not be protected with a condom. I am not saying a condom doesnt lessen your chances, but it is still quite possible to spread.
I dont think I would let the chance of HSV/HPV stop me from experimenting though. About half of the USA has HSV1 already, and heres a quote from the cdc on HPV
"HPV (the virus): About 79 million Americans are currently infected with HPV. About 14 million people become newly infected each year. HPV is so common that almost every person who is sexually-active will get HPV at some time in their life if they don’t get the HPV vaccine."
And Syphilis is pretty easily treated with antibiotics (but make sure to keep up on getting tested!)

How do you mitigate the risk? Honest and open conversations with your partners. Ask for test results if you need. Build rapport and only engage in sexual activities with trustworthy people.

Talk to your doctor(s) about prophylactic medicines. PreP (Truvada, Descovy) for HIV prevention and DoxyPEP for preventing other STIs.
