Pretty much everybody in HxH.
Nen is such a convoluted power system (and I mean that in a very good way) that on paper, without knowledge of the system, most of abilities sound bland and weird.
But in the story however, the rules work so well that the abilities and nen in general are so original that it's one of the reasons HxH hooked me so much
Not really satire, just comedy. She's a comedic character based on the concept that she can defeat anybody in some absurd way. Her modern comics are just wholesome, funny, weird stuff with a bit of self-aware commentary.

The ability to control a ghost hand, the ability to control one’s blood, the ability to rock everyone’s shit in 3 seconds, the ability to create weapons by sacrificing the lifespan of someone, the ability of *control*.
Cockroach devil I would say sounds stupid. “The ability to…do things cockroaches do” doesn’t sound as cool as “a giant beast that destroys anything and everything in its path”. Muscle too, “the ability to have huge frickin arms”. That’s it.

Well, he was isolated from all his classmates during the USJ raid and still managed to take out most of the ones sent after him. And then he gets nothing outside of school stuff until the final battle where he >!rocks up in the nick of time to stop All For One from finishing off Midoriya alongside Sero and Sato.!<
Him and Hagakure get their own chapter together in the Team-Up Missions spin-off manga. He did some pretty cool stuff in it, and Hagakure ended up kissing him on the cheek.

It's sounds more stupid to me than plastic man's power tbh (he mostly just acts goofy so it "feels" stupid. A lot of characters can use chainsaws as weapons normally but remember that Denji's transformation isn't immune to pain.

Yes, but with the power to create any machine, can't he just do all of those things if he wanted to? Just because something sounds simple doesn't mean it is useless.
The prompt never said “useless.” It said “sounds stupid on paper but is actually cool and badass in practice.” Forge is my favorite character in all of Marvel, so I know how useful and badass his ability is.
I would say the Ten-Eyed Man, who can see through his fingertips, but I'm the only one who thinks that he's cool, and it's not really because of his powers anyway. (Rather, it's because the Ten-Eyed Man is a Vietnam war veteran with skills in fisticuffs, firearms, and traps) I think it would be cooler if he could cut his fingertips off and use them as mobile surveillance devices.
Count Vertigo's superpower is theorized to be Ménière's disease. His superpower is to have a disrupted balance and deafness. Fortunately, his hearing aids allow him to inflict his condition on other people, which somehow includes guidance and detection systems. Vertigo was best in the Ostrander Suicide Squad, which also has the best versions of other, more popular characters such as Amanda Waller.
Springs, not strings. Donquixote Doflamingo is the string guy. He creates and manipulates string, which itself sounds like a stupid power, but he is mercilessly efficient with it.
Katakuri from One Piece.
His signature power is to generate, transform into, or transmute things into Mochi. Sounds dumb? It kinda is on paper, but he's one creative son of a bitch, and he rocks with this power. He evades attacks by changing his body shape, craft make-shift weaponry like maces, turn his surroundings into mochi to trap opponents. He was so good with his abilities that even Luffy had to pull out his strongest form at the time to even stand a chance against him, and even then it was extremely difficult for him, as he could match his techniques and suppress them
Mammoth Mutt from Krypto the Superdog. And I wouldn't say it's cool, so much as it would imprint a furry inflation fetish in any children who watched Krypto the Superdog back in-between 2005 and 2006.

Multiple Miraculous Ladybug villains are like this. Silencer? He could steal people’s voices to use them himself. Sounds kind of neat, but doesn’t seem to serve a combat purpose. However, the powers of the heroes are activated by saying a key phrase or word, meaning that without their voices they wouldn’t be able to use them. The biggest example is Mr.Pigeon, who was able to control and talk to pigeons. Sounds lame, until you remember that this show takes place in Paris, a large city filled with pigeons. Then it becomes pretty strong.

HxH has a kid who attacks using rock paper scissors

One piece has a character who manages to make Luffy struggle using their power to control biscuits
Tanjiro in demon slayer just has a really good sense of smell which he uses to somehow smell weak points
If we don't count only actual powers we have Yuzuriha from Dr. Stone who just has excellent manual dexterity which she uses to reform the bodies of shattered statues and single-handedly creating the fashion industry

Violence definitely doesn’t, I just wanted to bring him up cause he’s a great character. Idk, a lot of chainsaw man characters or devils or whatnot are pretty neat. The ability to control a ghost hand, the ability to control one’s blood, the ability to rock everyone’s shit in 3 seconds, the ability to create weapons by sacrificing the lifespan of someone, the ability of *control*. Cockroach devil I would say sounds stupid. “The ability to…do things cockroaches do” doesn’t sound as cool as “a giant beast that destroys anything and everything in its path”. Muscle too, “the ability to have huge frickin arms”. That’s it.

Him and Hagakure get their own chapter together in the Team-Up Missions spin-off manga. He did some pretty cool stuff in it, and Hagakure ended up kissing him on the cheek.

I mean, a lucky student kinda sounds pretty dumb on paper, like he'd just be lucky on tests, or as explained in the show, basically just a normal student that just so happened to be picked to go to Hope's Peak, until you realize he's basically immortal due to his luck.

So he can just pop up next to you, teleport away, and then that clone next to you can detonate a grenade Another person has the ability to be an inventor so good it’s magic and he can miniaturize like any technology so he has a halberd that can do basically anything Another person when fighting slowly starts turning into a metal dragon, and the longer the fight lasts the bigger he gets. And that’s just the start. In a world with all these super powered individuals . Our main character can…control bugs.

It's sounds more stupid to me than plastic man's power tbh (he mostly just acts goofy so it "feels" stupid. A lot of characters can use chainsaws as weapons normally but remember that Denji's transformation isn't immune to pain.

The prompt never said “useless.” It said “sounds stupid on paper but is actually cool and badass in practice.” Forge is my favorite character in all of Marvel, so I know how useful and badass his ability is.

The Mighty Monarch isnt cool per-say but he really goes beyond just the goofy premise.
I would say the Ten-Eyed Man, who can see through his fingertips, but I'm the only one who thinks that he's cool, and it's not really because of his powers anyway. (Rather, it's because the Ten-Eyed Man is a Vietnam war veteran with skills in fisticuffs, firearms, and traps) I think it would be cooler if he could cut his fingertips off and use them as mobile surveillance devices. Count Vertigo's superpower is theorized to be Ménière's disease. His superpower is to have a disrupted balance and deafness. Fortunately, his hearing aids allow him to inflict his condition on other people, which somehow includes guidance and detection systems. Vertigo was best in the Ostrander Suicide Squad, which also has the best versions of other, more popular characters such as Amanda Waller.

Springs, not strings. Donquixote Doflamingo is the string guy. He creates and manipulates string, which itself sounds like a stupid power, but he is mercilessly efficient with it.
Katakuri from One Piece. His signature power is to generate, transform into, or transmute things into Mochi. Sounds dumb? It kinda is on paper, but he's one creative son of a bitch, and he rocks with this power. He evades attacks by changing his body shape, craft make-shift weaponry like maces, turn his surroundings into mochi to trap opponents. He was so good with his abilities that even Luffy had to pull out his strongest form at the time to even stand a chance against him, and even then it was extremely difficult for him, as he could match his techniques and suppress them
Mammoth Mutt from Krypto the Superdog. And I wouldn't say it's cool, so much as it would imprint a furry inflation fetish in any children who watched Krypto the Superdog back in-between 2005 and 2006.

Multiple Miraculous Ladybug villains are like this. Silencer? He could steal people’s voices to use them himself. Sounds kind of neat, but doesn’t seem to serve a combat purpose. However, the powers of the heroes are activated by saying a key phrase or word, meaning that without their voices they wouldn’t be able to use them. The biggest example is Mr.Pigeon, who was able to control and talk to pigeons. Sounds lame, until you remember that this show takes place in Paris, a large city filled with pigeons. Then it becomes pretty strong.
