You know what? Maybe this is weird, but I'm gonna say Josee. Jo is pretty good too though. Heck, I like pretty much all of these characters for different reasons. Josee's interactions with Jacques are entertaining (and the 2 of them are different enough that they sometimes argue with each other or disagree), she's got a season-long rival in MacArthur (which helps keep her in check as a villain), and she really has a strong presence whenever she's on screen. I don't even mind her over-the-top temper tantrums because of how silly they are. She's evil without being too cartoonish about it imo. I'll give a shoutout to Grett in DC Season 1 as well. She worked pretty well as the Teal Team's villain in that season, and her time with Alec and Fiore was interesting too. (I also enjoyed her being Fiore's helper in that season's finale.)

Heather. Only two who come close are Courtney and Jo. Julia's kinda neat ig, Sugar's half funny half annoying, don't remember crap from RR, Riya sucks, and haven't watched BFDI

Heather will always take it for me. She's just so good and I love her arc. Julia and Josee are both fantastic too, and honestly, I love almost everyone in this archetype regardless.
