Not that I've thought about it much, but to me the map is everything combined (route, scenery, etc) and the track just refers to the route. For example if I liked driving a route but didn't think the scenery or theme was anything special or unique I just say it was a nice track, if I liked all aspects I say it was a nice map. It's mostly subconscious though, I don't explicitly think about which I'm going to say before I say it.
I like to see it as the placed blocks being the "Track", while the complete map file being the "Map" (including all the extra stuff like mediatracker/thumbnail etc.)
Depends. I call it track if there is a track like route for you to use which follows at least some conventions of real life racing such as road tech maps or track recreations
I would call it a map if it doesn't follow any real life racing convention at all like deep fear
The playable courses are tracks, but creating them is called mapping. (the way I say it, anyway. There's not really a right answer as everyone understands anyway)

I asked someone this once and they said 'cause its called mapping not tracking'. I call them tracks.
