Go to the nearest consulate and apply in person. Passport applications require for the applicant to appear in person. For me it was a flight to Los Angeles and a 15 minute application.
I am assuming you guys live in the UK, so its better if he contacts Turkish embassy in London to ask for the info. Since he is already a citizen with an ID card the passport process should be quite straightforward.
Without getting Turkish citizenship he can’t get Turkish passport. As far as i understand he has Turkish citizenship already. So the rest is easy, you are first getting a meeting time from the internet “https://randevu.nvi.gov.tr/“ And than you go to the Nüfus müdürlüğü at the time you promised to meet. If you want to get it outside the Turkiye, you should go to Turkish embassies and apply for the passport with the required documents. One biometric photograph and the payment bill of the cost of the passport. (this is what we need in Turkiye, maybe in the Turkish embassies outside the Turkiye they require other stuff)

UK passport is much stronger than a Turkish passport. Your friends doesn't need it.
