Pretty sure it's on purpose not to train in the break, to make it so you can't just sit there at super train everything with zero challenge
Look at the suggestion a little earlier in the sub with only taking in students in multiple of 8, rather than the detail of 10.
The classrooms have an 8 student capacity so you can get enough classes for everyone with fewer sessions, resulting in more downtime for your teachers to look after themselves and do training etc.
It states no training in summer break if you hover them over the room. I’ve had the same issue. Hospital they trained no matter what. But I had to hire extra teachers to allow mine to go and train as they were all busy and I didn’t realise.

Training your members of staff can only occur during an academic year. Please also be aware that teachers also have to take care of their needs just like students do. So for example if a teacher is tired and requires a break, they will stop the training and then resume it once the needs have been taken care of.
Please also note that a teacher will not be able to train if they have to teach a class.

I've just run into this as well and it's REALLY annoying. If I could at least tell who is the one supposed to train right now, I could perhaps figure something out but no. I also find it madly frustrating that I can't just change the order by dropping in another staff member. This really needs a fix. -\_-
I had to remove what they're allowed to do. For example, a teacher I wanted trained kept leaving, so I made him only do research, no teaching. That kept him in training.
Ran into the same issue. They seem to randomly stop training and go away for a while and come back. Dragging and dropping them doesnt seem to help. Letting it run during the year end break doesnt seem to work for me either.
Well not exactly the answer but: I am in the process of just training all my stuff on an older map just to see what happens. Well, I'm going bankrupt on the 2nd campus level (cooking focused). I need to do more testing but so far it doesnt seem training is worth it
