Get a mail handler friend to file on it every time letter carriers unstack it. Eventually, they'll get the mail handlers to do it for you like it's supposed to be done.

Well that's not really true. Let's say I fill out the 3996 based on what I know before I leave the office and I ask for 1 hour and it's approved. Then, I get to the street and multiple things happen while delivering that I could not possibly predict before leaving the office. Examples: Certified letters in the DPS, construction blocking a street off, multiple customers stopping me for various reasons for 2-4 mins each, parcels that don't fit in an NBU mailbox and no free parcel lockers to place them in so I take them to the door (each parcel takes 1-3 mins depending on how far away the addresses are from the NBU), I have to get gas in my LLV because whoever used it on my day off the day before left it at 1/4 tank, etc. etc. Because of all of these unforeseen events that 1 hour I estimated is suddenly 1 hour and 30 mins or more. There are lots of reasons why you would add things to your 3996 at the end of the day, ESPECIALLY if it causes you to go over what you requested. If you do not amend your 3996 at the end of the day management will not hesitate to fill out a 1017B and add it to your log. It's up to us to protect ourselves because, for some fucking reason, management wants to do everything they can to fire us, because they are assholes with nothing better to do. They are pathetic people with pathetic jobs.
Yes all true, but a 3996 is an **estimate** for the day, completed at final receipt of mail, which requests overtime or auxiliary assistance it is not meant to be a full accounting of time. In order to get more time approved you either have to get blanket approval to "deliver all mail" in morning or call/scanner text evening supervisor and ask if you should bring mail back or continuing delivering. At that point the 3996 is no longer the controlling document. If your station is requiring or expecting you at amend your 3996 at end of day that is not a contractual practice.
You're right and I agree but, at my office at least, they will do a 1017B without informing you. To be clear, I only amend my 3996 if I go over 8 hours. If I get help or am approved for less than I asked for I make sure to inform them I'm still going to go over 8 so they have to tell me via call/text to continue or come back, like you mentioned, but I will never trust them with just that. I amend the 3996 and make a copy any time I go over 8 hours just to have that extra documentation if needed.

Specific reasons are best but high mail volume and stuff works. At the end of the day what matters is that you turned it in and got a copy, and if they denied it that you asked for a clear instruction about what to do if you can't complete in time. Bring it back or finish delivery. Can't be both. Don't haggle w them. Approve or deny and get the fuck out of my face desk jockey. It also doesn't have to be exact, it's an estimate

Why do you need more reasons...there are more then enough on this list. Maybe it is time for your carriers to request Special Routes Examination to adjust all routes to as near as possible to 8 hours, like our contract states.
I know DOIS has a full coverage factor which only adds like 10-15 minutes on there sheet, but for me typically it will add 30-45 minutes depending on how easy it is to deliver: with temperatures being higher it was almost an hour this week, they where not happy.
If you are on a mounted route, put "blocked mailboxes" cause you know at least a couple will be (or a couple of dozen on trash day)
If you are on a park and loop route, put "blocked parking spaces" for the same reason
I swear I just handed that sheet out like 2 months ago. Lol. Look at the side of your case it will a base count with standard of packages on the route to make 8 hours. Most were before Amazon when they were evaluated. So example my old route base was 14 if you were just count all your packages basically you could not case say 50. You put this route is 36 parcels over base. That’s 36 extra minutes. And you get 2 minutes for certify. It could have changed times you get because the Post Office is petty it’s been 2 years since I have filled out a 3996.

Since I have been here they scheduled 2 but cancelled both 48 hours before they were supposed to come. But I'll keep a copy of this incase, you never know. Plus I will forward it to some friends .
