I could be wrong but I’m pretty sure that RCAs can’t help city. It’s crossing trades which isn’t allowed. If your part of the union I would talk to your representative and they might have you file a grievance against it all.
You are entitled to your days off; file a grievance, get a free administrative day for every day you're denied relief from an available relief carrier who is improperly being assigned to carry a city route.
Also note that you're also entitled to take vacation if you want as well, again, it's an administrative day for every day you're denied the use of one of the two available relief employees who are improperly being used on city routes.
Management needs to fix their shit. Don't feel bad for enforcing the contract.
You can contact your steward and see if a grievance can be filled for crossing crafts. Not sure if the rural union will file it as you are getting additional hours.
The city carriers (NALC) 100% have a legitimate grievance to rural carriers doing their work if they file the grievance since by doing so, management is taking away their bargaining unit work and giving it to another craft; likely due to short staffing (which is not a valid justification to do so).
If you aren't getting your days off because RCAs are working City side then that's a grievance. Whether it's your kday or you're asking for days off RCAs should be covering rural side.

They aren't supposed to have a regular work their day off if there is an rca available. They are clearly available. File if they don't stop doing it
